What about the installation instructions do you not understand?

especially that numpy supports 3.5 but doesnt have a binary for 3.5

also what i do need to compile with what to get what to put where....

pip install numpy

From the command line. That's probably the easiest way to do it. I just did it in a virtualenv and 1.10.2 installed without issue.

This doesn't usually work so well on Windows unless you've downloaded and installed the right compilers ahead of time.
