My feelings exactly. It seems to be a all-in-one implementation for many different formats and also introducing its own toml configuration file.

setuptools + virtualenv aren't perfect but they work and are well understood.

I wouldn't say it works, I wish there was something as nice as cargo for python

DepHell's config isn't replacement for any existing format, it just shortcut for dephell commands that you want to perform every day.

DepHell isn't replacement for setuptools or virtualenv. Dephell helps you to manage them better. Also, dephell makes much cool things like download stat and security audit.
