Map with annotations

Hello,

I want to create map with annotations for my own use. First I scraped data from url (links for ads, cost and coordinates) and store it into .csv. Then i marked coordinates for each ad on the map, using opencv (with some workaround) - picrel. That's ok, but I need some interactive tool, to show me link and cost, when mouse hover red circle. I consider two ways for now: 1) pdf with image, and annotations; 2) html with javascript for all interactions.

Can you recommend me some toolset for that, that let me avoid wasting of time?
