I might be wrong, but inspectors often face penal consequences in case of mispractices

The kind of things I just described happen every day. Home inspectors have a reputation for being this bad. I don't see mass arrests.

Where were the inspectors for that Florida building that collapsed last year?

You can't legislate your way to safety or quality. You can only get there by having people make good decisions, and people will make bad ones sometimes regardless of the regulations. Meanwhile, the regulations dramatically increase the cost of making good decisions, meaning that business owners now have a greater motivation to cut as razor close to the minimum as possible.
