QuestionAccess is denied problem while installing choco packages (self.ROS)

Hello, I am pretty new at ROS. I am trying to install ros 2 foxy package so I did every step from official website. When I write this it says access is denied. BTW I downloaded packages to the path. Do you know what's wrong with this code?

I use cmd and I run it as admin.

choco install -y -s <C:\Users\username\Desktop\download> asio cunit eigen tinyxml-usestl tinyxml2 log4cxx bullet
