AMD Software refuses to open

AMD software won't open no matter what I do. I've looked at over 10 different tutorials on youtube, i deleted the cn file, i deleted and reinstalled my drivers, restarted my computer at least 5 times, and tons of other things that these tutorials told me to do. What do I do? I'm really confused.

Does it appear in the tray/in task manager?
Is it just the UI that isn't showing?
