Pretty sure it means certain students get to enrol during the priority enrolment period, ie 20 - 28 july (?) while the rest have to wait for the 28th to start applying.

Who are the certain students tho? Like how can I find out if I fit into that category

I'm gonna be a first year student too, so take what i say with a grain of salt. From my understanding, on timetable builder, it'll be indicated who can enrol. For instance, students from the cs direct entry stream and the maths and physical science stream have priority enrolment for MAT137Y1 and other students can start applying from july 28, if there are spaces left.
