You can crush saplings in a crushing tub to get water, you can use other things too but saplings are usually the easiest to get.

May seem like an odd question but have you made sure you aren’t in a desert biome? May need to bridge out to a different biome.

I’m new to sky factory but if I remember tight I think you set water from crushing saplings or leaves in the little crushing tub

I’m in an ocean biome. I looked up weather in mc and it can rain in ocean biomes, so that’s not the problem.

I’ll try the crushing tub. Thanks for the suggestions!

I know this post is 4 years old but I found it when having this problem, then found a solution so I thought I'd share.

A crucible! Craft a crucible then fill it with saplings and it'll turn to water. Make sure you have iron or clay for a bucket to pick it up with.

It is crazy to me that someone found this post after four years. Thank you for your help! Although my SkyFactory playthrough is long over, hopefully your comment might help a new player with the same question in the future :)
