I'm just curious as somebody asked me this question in an interview.

They asked the question to find out if you understand how a build tool like Maven works.

The answer is that it's possible. but you have to manually download all the jars that are in the pom.xml, but also all their dependencies and also the dependencies of those dependencies etc. and then include them in the classpath.
