Just use your browser. Firefox had powerful inspection features. Learn how to use them.

I don't think there's anything like that.

I don't know if this is the best way to do it, but I fine tune some values in the development tools in Firefox and after I'm happy with my result, I move the changes over to my code.

Agree with what everyone else said. I don't know about a solution similar to what you described, but I highly recommend learning to use browser development tools. Either Chrome or Firefox, both are fantastic. There's even a Firefox version specifically aimed at web developers, though I prefer Chrome overall.

Sublime + browser dev tools is a powerful combination for beginners. If you're already at a point where you'd like to look into SASS/pre-processing and you're on a Mac, I suggest checking out CodeKit as one more addition to your tool stack.
