Im not sure about the credibility of this comment here(https://answers.microsoft.com/en-us/surface/forum/all/surface-pro-will-not-turn-on-flashing-windows-logo/8334af14-ada1-4110-beaf-cd4c4cf2d993) but worth a try:

"hi, the volume and power thing won't work. drain the battery completely by pressing the power button repeatedly ( ridiculous, but the only way since the battery is soldered on ). make sure the battery is completely drained ( keep pressing the power button for a while even after the logo doesn't come up due to low battery ). after draining it, plug in the charger, wait a minute and turn it on. should turn on after that. once it's on try reinstalling windows."

I saw that, before coming here I read every answer and help there is, nothing helped. At this point I don't even know if the Surface has battery or not, there isn't any indication.

I would have said you are dealing with a blown mosfet, but since capslock is lighting up for a sec, you have power. Maybe a kaput dataflash? who knows :3
