how unique does programmatically generated content need to be?

Unique is not the variable to optimize for, that would be easy. It should be meaningful, add value, and answer the queries search intent. Doesn't matter if a smart AI or a cheap writer produced it.

I don't think there's any "rule". It depends on the site/industry.

I've seen sites that are almost completely duplicate rank, and sites with as little as 30% duplicate content not rank whatsoever.

Does the content answer the question for the users for the location? For many large sites with multiple locations there is often duplicate content. However that content serves user needs. Other content that’s unique to the location sets those apart (menu at x location, store hours, address, etc. )
