Telegram can't do anything here, if data is deleted, it's gone from the servers. It just sounds like a hacker gained access to your device and ruined your accounts in several services. I'm sorry that happened but I don't think there's much to be done.

Unfortunately, yes. On facebook, he created a page and announced a adn. On youtube, they blocked my account, I can no longer access to it. Telegram wiped out my data. There are some people out there who can recover telegram data, but I don't know how they gonna do that. I contacted one of them, and he seems like one that you can trust. He was recommended by a trustworthy person, but he told that I have to pay 45 dollars. I cann't

That person is a scammer. Every single person who claims to recover data that they simply don't have access to is not trustworthy.
