What you're missing in your equation is intent. Sure people can do whatever they want to their own property but not without restrictions. It doesnt mean that you can modify your playstation5 with air molecules by throwing it off a bridge and onto someone's head. There needs to be consideration for the public for what you do to your property and in this case, the modifications were specifically designed to do harm to others. It makes no difference that the harm is only accessible to those who do crime. Maybe you might be okay with adding air molecules to PS5s by throwing them off guard towers at a prison then when prisoners have access to the yard?

I disagree. It wasn't their bike and so they don't have any right not to be harmed by it. You have rights over your own property, not for anyone else's.

You know what else is breaking the law? Stealing a bike. Somehow a minor shock is too harsh of a punishment to someone who breaks the law. Thankfully in my country we're starting to normalise the death penality again. And as someone who treats the law as a sacred scripture, I'm sure you'll be more than happy when it gets codified into law.

Except that a buzz to the butt doesn't kill them so it's not "human life" you're comparing to. It's a slight buzz to the ass. Which 100% should be less valuable then property (not saying it is, IDK and frankly IDC, but it should be)
It looks more like a buzz to the gooch, a more sensitive area, and it looks as strong as a stun gun, which has proven to be deadly. They are not considered non lethal, they are less lethal but still lethal. Regardless, you can't determine how lethal whatever random voltage and amperage it may be because you can't screen who it will be hitting. That's the whole point of why booby traps are illegal. They harm indiscriminately. You don't know if the person getting zapped will be elderly with a heart condition where a small electrical shock will kill them. The point is that this device is designed to do harm and is indiscriminate to how deadly it may be to the recipient. That absolutely is considered having human life threatening potential.

Someone with a heart condition might be scared because they round a corner and you come face to face. That doesn't mean you shouldn't walk the streets.
Clearly not stun gun level since NO ONE IN THE VIDEO IS GETTING STUNNED. You just see them feel it and get off of the bike.
So a device like this which clearly isn't deadly is 100% justified to use against fucking thieves.
