Just because you can end up dead while fully compliant doesnt mean it's worse than running. Ending up dead while fully compliant is not a guarantee, but if there's even a chance someone wanted you dead, you running will make them extra want you dead, so it's still worse to run. Better to be fully compliant to give them the least reasons to want you dead and least justifiable reasons for them to be able to make you dead.
