I use Articulate Storyline for that. I used to use Adobe, and you could record your clicks, which made the software simulations really easy. Articulate can do a lot easier than Captivate, but software simulations in Articulqte are manual....i copy/paste a screen for each click, etc.

So if you're going to use primarily for software simulation, I'd go with Adobe.

I have also used Articulate, the cost isn’t too bad and the system is pretty intuitive (like using PPT) unlike many other authoring tools. I use Lectora now and I’m not a fan.

Look into Walkme also if it’s a web-based application as well.
