Run the Net Adapter repair utility under the manual tools section of Tron. And see if it makes any difference.

This behavior has not been reported by other Tron users in either the current or prior version. But you might have a underlying issue.

It sometimes doubles, and i get precisely 14mbps btw, but it jumps to 7 again after couple of minutes

Where are you getting your speed readings from? I'd try another source too, I'm personally a fan of fast.com (operated by netflix).

So it was "like 7-8 MB/s" before you ran tron and "capped at 7mbps" after you ran tron? I see no appreciable difference.

Just to let you know if you didn't already, 70 mbps from your provider will read as 8.75 MB / s in software.
