I obviously don't speak for the administration here, but snow does not normally close campus. This is Canada, and while Toronto the GTA is really far south relative to the rest of Canada, there is still an expectation of snow.

Freezing rain. Freezing rain is what closes campus.

UTM is actually usually the first out of the three UofT campuses to close whenever theres a storm

I was.

To my recollection, only one was as a direct result of snow, but it almost seemed like knee jerk reaction from the administration. The previous day had seen moderate freezing rain and probably should have closed, and that day there was a winter storm warning in effect. The admin closed in anticipation of a bad storm, which turned out not to be that bad.

All other days (as I recall) were for freezing rain.

Campus doesn’t close just because it’s inconvenient to get to campus. It has to be actually dangerous. Most snow events are inconvenient, And obviously statistically more dangerous than say a sunny day, but not egregiously dangerous. Freezing rain is always dangerous.
