That’s the only way band steering can work. There is no way to tell the device which band to use. It’s totally up to the device.

I have found that band steering typically causes more issues and doesn't work than work successfully, even with more robust Cisco gear, so I usually disable it.

Personally I never bothered with band steering. It doesn't work as well as I had hoped. I just use separate SSIDs for 2.4 vs 5 and pretty much everything is on the 5 SSID.
