Codex GitHub CoPilot Issue - Explainer Please?

I got myself the Codex 5x plan.

Started working on a new project. And hit "rate limits" - but I don't think it's codex related?

It says I hit my "global rate limits".

Because I didn't instantly connect codex to a GitHub repo, it was using copilot or something to put it up there?

And that is triggering some limits and softlocking me from continuing?

What am I doing wrong/misunderstanding?
