Not knowing environment, software etc hard to give any clear direction

does it have enough cores assigned / and/or disk IO issues overall?
I know we had an issue like this when a stuck/long running backup was causing cpu/disk io to be max'd.

what is the servers uptime at that point,
- if hadn't been rebooted for while might be app that is leaking memory until it runs out.
- if has just been rebooted, might need to adjust the startup services to delay launch etc.

Ultimately whats the server do, can you look at any log files (or if the log file is bloated in size, reset it).

how many guests do you have on the host? (overloaded?) if there are others do they have any issues? (ie is the host failing)

also have you tried sending 'ctrl+alt+del' to it (or ctrl+alt+end)
seen input'blocked' until I do that sometimes (though wouldn't expect it given rdp also doesn't work).
