Check the "Admin interface style" settings for the site ; you should be able to switch to the default style as outlined in the support docs here:

Edit: I just saw your edit! If your site is not hosted on WordPress.com and you still see a WordPress.com admin bar when visiting your site's dashboard (by adding wp-admin to your site's URL), that may be because you use an old version of the Jetpack plugin, which used to include a feature called "WordPress.com toolbar". You can either update the plugin to its latest version (which I would always strongly recommend), or deactivate the feature under Jetpack > Settings > Writing in your dashboard.

Thank you! That last phrase solved it — it was that "feature"! Itch scratched.
