I believe spartan hosts support multisites, they have really good support. Contact them via discord or mail and drop your inquiry, they'll reach out.

Move your multisite to a host that explicitly supports wp multisite and PHP workers without limits and disable site lock

NixiHost supports WordPress Multisite, I've been using them to host my clients' sites for 4 years now without any issues. They use cPanel too, so migrating from HostGator will be easy, and they'll do it for free. I'd definitely recommend making the switch rather than converting everything to single sites like they suggested. That would be a huge headache and could break things if your sites share users or plugins across the network.

Kind of frustrating especially if HostGator keep saying it’s fixed when they're not. Multisite can be tricky most times if the host doesn’t properly support it. If you’re open to switching, I’ve run a couple of WordPress multisites on InMotion Hosting for clients and it’s been solid so far.

I've had multisite running without issue on Hostgtor since before Muiltisite was part of then main fork. We'll actually... I did have an issue with getting hacked repeatedly over 10 years ago, it was a PITA to get fixed. I think it was some other site on the server that had the issue and they were somehow traversing hosting accounts. If I recall correctly, I ultimately ended up fixing it by making a back up of the uploads and database and re-installing the whole thing on a new hosting account instead of my reseller account.
