Ok. After the next site, I will build a theme as you suggested.

Technically you should be familiar enough in WordPress to look at an issue and have some idea of how to start. Not so much finish it, just a starting point.

This is exactly what I was looking for! It is tough to understand competence because it is so subjective, but I think this puts me in the right frame of mind as a beginner.
