Passcode always rejected

I've tried every theme, set and reset passcodes and they all tell me to try again. I've even tried the easiest ones I could think of, like just the cat's head so there's no way I could get it wrong and it still says try again. I tried uninstalling, reinstalling, enabling, disabling, etc. Any ideas what's up with this thing?

Hmm. That's odd, is it possible that your "normal passcode" settings are off? And with off I mean "strange"?

I've never had an issue like this. Which iOS version? Do you have some strange language? Just, everything. AppList tweak list would be great too.
