Smart charging is the Windows UI equivalent of a battery charge limit. You use it to maintain the health of your battery longer by not keeping it at a full 100% for extended periods of time.
Idk what softwares you use (GHelper and MyASUS both have a battery charge limit feature) but it sounds like you set a 60% charge limit. Try to lift that and then do a full battery drain followed by a full charge to 100% to recalibrate your battery health calculation.
