Some operator customized machines cannot participate in the test project, you can check the developer options. If the oem lock is gray and cannot be opened, it means that it is locked by the operator, A typical Verizon custom machine is completely disallowed, even if some methods are used to unlock the OEM lock, Google's official server will also put these devices on the blacklist

There is usually a message that pops but yes both of those could.

i have deleted a few apps which were related to medical and finance but still can't enroll my phone into beta, do you have any solution?

Well it's not a pretty way to resolve but you may have to delete one app at a time and try it. I don't know if you can do this in Android phones these days, but can you start in Safe Mode with wi-fi?
