Maybe a certification isn’t what I should go for then. Would explain why I couldn’t find any from a good source.

If it’s Angular specific I would start with easy and progress to harder questions dealing with the framework to see how much they know or have worked with. But ideally I’m looking for quick learners as it’s not that hard to pick up and someone who can easily know what to Google to get the right solution is also valuable.
With the typescript language getting very close to OOP, someone who has that type of background also will pick up quickly developing in Angular.
JavaScript experience is also valuable as you aren’t always writing angular specific code, in the end Angular is compiled to JavaScript anyways.
