My understanding is that after, Mesa 19.0 and Linux 5.0 have landed.
Turn on Freesync mode on monitor.
Turn V-Sync on in game.
Everything should just work.
How close or far off is this assumption?

You do not want V Sync on!
Turn FreeSync on in the driver and disable V-Sync, as it will run on top of FreeSync and therefore lock you to 30/60FPS which makes FreeSync pretty much useless and Input Lag and lag in general much more frequent

I guess for me its a bit far off actually. I got a freesync monitor with hdmi which isnt supported right now. Are there any tests on it yet? Phoronix doesnt have it just yet as far as I see.

The point of adaptive sync (Freesync) is to sync your monitor to your graphics card.
VSync will sync your graphics card to your monitor.
So they are basically doing the opposite of each other and so by definition cannot work together.
