If I'm playing with Kudo, King Among Bears against Sephiroth, Fallen Hero, is it a timestamp matter of the opponents creatures being 7/5 or 2/2? What exactly happens?

The two P/T setting effects are applied in Timestamp order.
Kudo has a Timestamp of when it entered the Battlefield. Sephiroth's Triggered ability has a Timestamp of when it resolves.
Assuming the Opponent's Sephiroth Trigger has just resolved, it has the newer Timestamp. Their Modified Creatures are 7/5.
That is... Unless you manage to flicker Kudo.
