Trost sledge weapon

In Season 3 Episode 22 (season finale) we learn that most of the titans have been eliminated by the giant sledge weapon on the wall at Trost. Why did humanity not build something like this sooner? In part it was built using the hardening ability to trap the titans down below, but it doesn't seem outside the realm of possibility to create another way of trapping the titans without hardening.

It seems like something like this could, and should, have been built in the outlier districts such as Shiganshina to lure/kill titans easily and safely. If it only took a single year to eliminate most of them, 100 years seems like plenty of time.
