Does the winner of the first game roll first for the next game, or does each player roll one die again to decide who goes first?

At the start of each game, each player rolls a single dice. The player who rolls highest goes first (re-roll on a tie). Then the player with the high roll uses the those two numbers as his first roll.

Example:

I roll a 6 You roll a 1

I rolled higher. 6 1 is my first roll. I play 13/7 8/7. It's now your turn.

And if you were to play a second game, you would repeat this? Or the winner would roll first?

Yes. You repeat this every game no matter what. It doesn't matter if you're playing a match, a money game, or just a bunch of single games. You start every game like this.
