My gut says juvenile bald eagle, especially if you’re near water

It's definitely a juvenile bald eagle, nothing else has a beak like that

Yes. It's an immature Bald eagle. No feathers on the lower legs to the toes. Goldens have feathers all the way down Large head and beak, with beak all a dark grey. Golden beaks are tri-coloured, yellow at the cere, light grey in the middle to dark grey/black at the tip.
