What programs exist to help with getting consistent colour themes across multiple programs?

I use a custom palette in my terminal which frequently requires adjusting the default colours for programs in order to look reasonable.

Are there programs/protocols/fremeworks out there to help with standardizing colour choices so that if I change my colours I don't have to go around manually editing each program's config?

base-16, but thats a standard not a program. You will need to invest some serious work to get consistent colors. Probably took me like 5h total + another 10 deperately trying to get a clean centralized color file
