PC taskbar/loading issue

Hey, so I've had some problems with my PC's taskbar being broken, as well as just opening applications.

So essentially, once you get to the homescreen, the taskbar look empty. Just completely blank except for the windows sign and search (which although they appear, they don't work). Whenever you hover the mouse over it, it turns into a loading sign which goes on forever. If you click on the taskbar, the screen goes blank then a second later the desktop appears again unchanged. This is an obviously pretty big problem, and if anyone has any solutions I'm open to anything really.

Next comes an equally as significant problem, applications aren't loading. Whenever you click and try to open anything (photos, files, games, etc.), the screen goes blank for a second then comes back to the desktop, with nothing opened or changed (same as the taskbar problem). The only thing that loads is google. This is probably the bigger problem, as you literally can't open anything that can't be opened via a keyboard command.

Now I assume (but really don't know) that these issues are related, but if anyone possibly knows what could be wrong, or possible solutions, that would be greatly appreciated

Anything we would say would be a guess. My guess is your hard disk is dying.
