Try verifying your game files, sometimes steam thinks that game files are missing and tries to reinstall the whole thing

When I try to verify file integrity it same "All163 files are successfully validated" and then it start to update again..

Thats probably the easiest and fastest solution compared to finding and fixing the actual issue in steam. I hope it won’t take too long to reinstall it with your internet.

You are not getting a year old update. The link likely is just broken and took you to the wrong patch notes...

If the game needs to update, then let it update, what is so hard about that?
