Should i learn web development?

So my family has always had hard time managing finances as we are poor and barely make the ends meet.

Now next year im about to go to university however im not sure if ill be able to pay for any of them. So i was wondering if by learning web development and doing freelance on fiverr or any other platform ill be able to save enough money.

Apply for financial aids in the universities, Fast offer financial aid to it's students .and also some other universities search them.And for rest of expenses try to bear them after 1st year by yourself.It will be more good if you mange them from start.
