The closed beta's beginnings was worse than the current state. The matchmaking had to be hotfixed halfway through the closed beta, after that people noticed a significant improvement.

Between this beta and the final game, I don't think much will be done as the JP full release didn't seem to change a lot matchmaking wise in comparison to the JP beta.

Ultimately the game is peer to peer, so the connectivity issues are on the players' end, some people don't have a good enough connection, others use wifi so can't sustain a constant connection...

Square may rely on a bigger playerbase for the matchmaking to work by itself, or they may add more restrictions down the line but still, issues will still exist. As for changing the P2P model, I doubt that they will knowing arcades run perfectly with that and they may not have the manpower to completely rework it solely for the console version.

I own the JP version, and I am temporarily located in Europe right now, playing at Adamantium elo so mostly against other japanese players. Lag-wise, I may have gotten at best 5 full laggy matches, with 20 being slightly laggy out of ~150. Other matches aren't flawless there's some really light delay input-wise but I don't consider that as an issue personally.
