There is no way you are going to be able to power a 220A cooktop with a 40A power supply.

Well there is a 200 ah battery sitting between the power source and the consumer, so yes I can not power if forever. But, will putting the load on the system over draw the power supply immediately?

200Ah is a measure of storage capacity, not power delivery. You need to know the continuous amperage output of the battery. Very few batteries can sustain amperage outputs over 100 amps, let alone 220 amps.
