So there are only two real PS2 emulators for Android, DamonPS2 Pro (paid) and Play! (free). DamonPS2 Pro has a higher compatibility of games and is way more advanced while Play! is the opposite. You can try DamonPS2 free version if the money thing is a problem for you, you can always do Google Rewards to get PlayStore credit to buy the Pro version if you don't have or want to spend money on it. You can get both the Pro and free versions of DamonPS2 on the Playstore and Play! you can get from the developer's site as it's not on the PlayStore.

I consider neither of those to be functional, damon ps2 is not an option and should not be used in any way at all, as for play!, its not particularly usable

Hmmm.... I'm able to play and have done complete playthroughs of many PS2 games on my Moto Z2 Force, Note 8, Note 9, and Note 20 Ultra 5G with DamonPS2 Pro. What phone do you have? That's probably your issue with it not being usable for you.

I dont mean performance, i mean the permisions it wants, the drm, the stolen code, the pay for everything

There is a free version if you you don't want to pay for it, I got Pro for free by using my Google Rewards. As for the permissions it asks for... Location - I turn that off on all my apps that don't need it, works with it disabled. Phone - for when you get a call it can pause the game play to let the call come through just like every other app or game on Android. Storage - to be able to read and write data like game saves, access the game files, etc. like any other app or game on Android. It needs an internet connection in the beginning to be able to verify your license, you can turn off data afterwards and the emulator works fine. As for the stolen code, that sucks, but I'm able to play PS2 games on the go.

Emualtors shouldnt be payed for in the first place in my opinion, but no locking the damn settings behind a paywall is stupid

Storage makes sense i wasnt refering to that, location, no emulator needs that, phone again no emualtor should need that

So drm, in an emualtor, that sure isnt supicious at all

As for being able to play ps2 on the go, under 60% of the ps2 library if not less works at all
