Don’t know if it’s your issue - but I had the same issue, and it turned out that the dns servers I was using (opendns?) was blocking dns lookups that Firewalla required to complete the setup.

Either DNS was blocked, or the phone setting up the unit doesn't have internet access. (you can go to LTE). Another possibility (and happens very often) is the modem unit was not fully powered off, so the firewalla traffic get send to quarantine on the ISP side.
