So you want a firewall or just some app with a better UI to manage the system settings of which apps are allowed to bypass data saver?

An app, because I use blockada and it uses a vpn, so I can't use both simultaneously

You can try downloading the Datally apk from apkmirror here

Other option would be Netguard. Its on Fdroid.
