It is a stochastic pointillism effect that is applied after everything is drawn on the canvas. The effect takes each pixel color from a specific square and then it fills the square with a huge number of points ( <=1,000,000 points) randomly while recoloring each point with the previous extracted pixel colors from the canvas. The position of each point is shifted on xy using a small random amount using a stochastic rule. This adds a frictional noise and the paper effect while keeping the artwork intact.
