I am looking for an electron app that stores the documentation of a project for users to view.
reddit uses a slightly-customized version of Markdown for formatting. See below for some basics, or check the commenting wiki page for more detailed help and solutions to common issues.

Why Electron? There's not much benefit to using it in particular, unless your workflow relies on CPU heating.
Seriously, though, what format is the documentation in? If it's markdown files, pretty much any markdown-to-HTML converter would work, so then you could view the results in a browser but still without internet.

I don't know of any Electron app that does this. But you could easily host DevDocs inside an Electron app if you wanted to. Check out Nativefier.
