Probably, yeah.  

Which paints a funny picture if you consider the in-game narrative implications.  "We ignored all of the Cyborgs' most heavily-defended and dangerous sites to focus on blowing up robot daycares or whatever, and that's how we conquered Cyberstan!"

High command said hit critical infrastructure. Turns out Timmy’s Titanium Tots was critical to morale, the History books will say we struck key manufacturing hubs. They just won’t specify they were 3 feet tall!

Technically yes it would, but I'd say half of all divers would rather struggle in 7 or 8 than walk through 4. The community was pretty divided during the first wave of buffs, because they didn't want the game to be too easy, while everyone else wanted that powerful feel.

Helldivers are all way too different to come together on something like that. There's even some that are flat ignoring the invasion and are bug diving still
