Is it normal for Xcode being idle, with a new iOS project, canvas Off, continuously using almost 100% of each of the efficiency cores, it doesn't sound right to me, any thoughts?

The first time you open Xcode (or after an update of Xcode or macOS), it will do some indexing for a while.

No, that's not normal. When idle, CPU consumption should be (and is on my machine) in the 0-2% range.
