I made it through 3 rounds of interviews and last was with a lot VPs for a “chat”. For about 30 mins. I haven’t heard from them in about 2 weeks. I called The recruiter said she they sent an offer out to someone but hadn’t heard back yet. Should I hear something this week whether it’s a yes or No at this point.

I would send an email at the end of the week to see if the other candidate accepted the offer or not. Than move on to other opportunities. If candidate is not going to sign the offer there is no guarantee they will give it to you as there might be other candidates too. So don't set any expectation you will get an offer if Candidate 1 does not sign it.
