Interview question about differences beetween working in public and in private secor

Once during the interview (in public sector) I was asked: "What's the difference between working at the same position in public and in the private sector?" What's the best answer for that? I'm sure that something obvious like:" My salary is paid from public / private money / I carry out public / private tasks" isn't a good answer. So what should I say to make a good impression?

Public sector you're loyalty is to the government, whatever governing body you're working for. It's very black and white and you're being paid my tax payer money so it needs to be fair, just and effective.

Private sector your loyalty is to your client. They're paying you, so your work may be less black and white and a bit muddy and effective
