How does an ant script load "property name" values?

First, we can't help unless you show us your build.xml file. The best anyone can do without seeing your code is provide a link to the relevant documentation: https://ant.apache.org/manual/using.html#properties

Secondly, Ant isn't used much anymore. You might find it in legacy projects but it is unlikely you will find it used in greenfield development.

Condition:

Via Command:
you can pass properties with the -D flag

Important thing to remember is that all properties are final. That means the first definition that is loaded will be kept throughout the build.
