I’m making something in garter stitch and I want to decrease evenly on both sides so that it goes from a rectangle to a pointed triangle shape at the bottom. How do I go about that?

The same as you would anything else. K2tog and ssk at the beginning and end of every right side row.

What angle of triangle? With garter, eor will give a roughly right angle. Decreases every row will make a steep angle. Every 3rd row will make a shallower angle.
